When the dust settled, Phase Line had built a coalition of supporters, reshaped public opinion and won a special election for its client. Wal-Mart Stores plans to open a Supercenter in Woodland Park Colorado in the spring of 2006.
Proven Success
In 2003, an association of fourteen local and county governments hired Phase Line Strategies to assist in the exploration of creating a Rural Transportation Authority to address the region's transportation issues. Phase Line set to work conducting focus groups, organizing town hall meetings with citizens and elected officials, analyzing polling data and gauging the public's level of support. After analyzing all of the information available, it was clear that the best way to achieve the goal of improving their transportation issues was at the local level of each community. Armed with this information, local and county governments were able to successfully pass ballot initiatives which increased their transportation funds and addressed their transportation woes.
